As the sun travels below the horizon, monitors and televisions all across City 17 light up, presenting to humanity its ruler, Dr. Wallace Breen, bringing with him another important message.

"Citizens of City 17, I will address you directly to wish you all a splendid evening of festivities. As an inhabitant of this city myself, I hope - I know, that it will prove itself the to be crown jewel of the history of human civilizations. That, however, is an impossible goal if the people are unhappy, or lose touch with their culture. For this reason, our benefactors have decided to leave such characteristics of human society intact, for the most part. Tonight's events are of utmost importance to this city, to you, and to me. This has been Dr. Breen."
